IT Cadre leverages the knowledge and experience of an impressive Board of Advisors.  The mission of our Board of Advisors is to promote and improve IT Cadre’s products and services by providing industry insight, business guidance and government experience.   Mr. John W.  Meincke (Brigadier General USAF, ret.),  Mr. Anthony Valletta  and Mr. Tom Hobbins (General USAF, ret.) are seasoned and successful business executives who were also distinguished military leaders.  We are honored to have them on our team.

John W. Meincke (Brigadier General USAF, ret.)

In 2000, John W. Meincke was the Director of Command, Control, Communications and Computer Systems for U.S. Central Command at MacDill Air Force Base, Florida. He was responsible for implementing and managing global communications and computer networks for U.S. Central Command and its component commands. He ensured the reliability of command, control, communications, computer and intelligence systems to support deployed forces across the full spectrum of conflict. He also commanded an Air Force communications squadron and held a variety of joint staff positions in the military communications arena, including Vice Director of the Defense Information Systems Agency (DISA) in 1998.

During his distinguished military career, General Meincke earned the following awards and decorations:

  • Defense Distinguished Service Medal with Oak Leaf Cluster
  • Defense Superior Service Medal
  • Defense Meritorious Service Medal
  • Meritorious Service Medal with Seven Oak Leaf Clusters
  • Air Force Achievement Medal

Currently Mr. Meincke is the Chief Executive Officer of SENGEX LLC located in McLean, Virginia. Previously he was president of Engineering Systems Solutions (ESS), where he ran business operations and strategy development across broad business lines that included support to the Army, Air Force, NASA and the Department of Homeland Security. In addition Mr. Meincke was a Partner with Unisys Corporation, where he served as Vice President of Air Force, Navy and Joint Operations. He was responsible for operations, including profit and loss, strategic planning, and client relations across all Unisys Air Force, Navy, DISA and Joint Command business lines, producing annual revenue of over $140 million dollars. Mr. Meincke worked directly with the chairman of Unisys Corporation as a member of the National Security Telecommunications Advisory Council in support of National Security Emergency Preparedness initiatives for President Bush. Mr. Meincke also spent time at Booz Allen Hamilton where he supported projects in Command, Control, Communications, Computers, Intelligence, Surveillance and reconnaissance (C4ISR) and network centric warfare. He led the cross-firm work in network operations (NetOps), which included support for worldwide Department of Defense Commands including PACOM, USFK, EUCOM, NORTHCOM, TRANSCOM, CENTCOM, JFCOM and STRATCOM.

Mr. Meincke is a 1969 Electrical Engineering graduate of Lehigh University.  He also earned a Master’s degree in Management from the Webster University and graduated from the Air War College in 1988

Anthony M. Valletta

Anthony M. Valletta has spent 44 years in the C3/C4ISR and Information Technology business sector.  His executive level experience, at the Department of Defense and at SRA International, has prepared him well for helping organizations achieve  success.  Mr. Valletta has remained active with businesses that provide solutions for the government and military agencies.     

Mr. Valletta was the Acting Principal Deputy Assistant Secretary of Defense for Command, Control, Communications and Intelligence in 1998.  He served as Acting Assistant Secretary of Defense for Command, Control, Communications and Intelligence.  Mr. Valletta was the Chief Information Officer (CIO) of the Department, and was responsible for ensuring the implementation of the Clinger-Cohen Act.  Mr. Valletta served as Deputy Assistant Secretary of Defense for Command, Control, Communications and Intelligence Acquisition.  In this position he served as Chairman of the C3I Overarching Integrated Process Team (OIPT).  From June 1992 to March 1994, he served as the Vice Director of Information Systems for Command, Control, Communications and Computers and the senior civilian in the Army dealing with information technology.  Early in his military career he was assigned with the Army's 11th Signal Brigade at Ft. Huachuca, Arizona as Company Commander and Operations Officer.  He was also assigned to the US Army Communications Research and Development Command at Fort Monmouth, New Jersey, working in the Signal Processing Division.

Mr. Valletta has received numerous military and civilian awards including:

  • Presidential Senior Executive Service Award
  • Secretary of Defense Distinguished Service Medal
  • Ellis Island Medal of Honor

In industry, Mr. Valletta was the Senior Vice President and Director of the Defense Sector for SRA International in 1998.  Prior to that he was the Director of the C3I Systems business unit where he was responsible for thought leadership and strategic direction with concentration on the DoD. He was responsible for $500 million in business revenue. He was instrumental in identifying companies to be acquired. Mr. Valletta was also a part of the SRA executive team that conducted the Initial Public Offering which was noted as one of the most successful IPO’s concluded during those years.

Mr. Valletta is a 1971 Electrical Engineering graduate of the University of New Haven and Yale University ROTC.

Tom Hobbins (General USAF, ret.)

“When I reviewed what IT Cadre had accomplished for their customers, in terms of resource savings, and optimized enterprise business structure, I was very impressed. I see real opportunity to apply this discipline to the pressing need to consolidate medical record systems that could positively impact our wounded warrior programs. I want to help attack the existing cumbersome systems. Participating on IT Cadre’s board allows me this opportunity.”

In 2008 Gen. Tom Hobbins was Commander, U.S. Air Forces in Europe; Commander, NATO Allied Air Component Command, Ramstein; and Director, Joint Air Power Competence Centre, Ramstein Air Base, Germany. He had responsibility for Air Force activities in a theater spanning three continents, covering more than 20 million square miles, 93 countries and territories, and possessing one-fourth of the world's population and about one-third of the world's Gross Domestic Product.

General Hobbins entered the Air Force in December 1969 as a graduate of Officer Training School. He has commanded a numbered air force, two tactical fighter wings and a composite air group. He has served as the Director of Plans and Operations for U.S. Forces Japan, Director of Plans and Policy for U.S. Atlantic Command, the Director of Operations for U.S. Air Forces in Europe, and as a Deputy Chief of Staff, Headquarters U.S. Air Force. As the USAFE Director of Operations, General Hobbins was responsible for the planning, beddown and execution of combat forces in Europe for Operation Allied Force. As 12th Air Force Commander, the 12th Air Force Air Operations Center deployed to Southwest Asia as operations Enduring Freedom and Iraqi Freedom's alternate AOC. As Deputy Chief of Staff for Warfighting Integration and the Air Force's Chief Information Officer, General Hobbins developed and implemented the Air Force's C4ISR Roadmap for networks enabling predictive battle-space awareness and targeting. As Director of the Joint Air Power Competence Centre, he guided the development of NATO's C4ISR and Unmanned Aerial Systems Roadmaps.

A command pilot, the general has more than 5,100 flying hours, primarily in fighter aircraft.  Rating: Command pilot; Flight hours: More than 5,100; Aircraft flown: F-15C, F-15E, C-20, A-10, AT-28 and T-38; Pilot wings from Cambodia and Vietnam

During his distinguished military career, General Hobbins earned the following awards and decorations:

Mr. Hobbins graduated in 1969 with Bachelor of Science degree in business finance from the University of Colorado.  He attended  Squadron Officer School, Maxwell AFB, AL in 1976; achieved a 1977 Master's degree in Business Administration, Troy State University in 1977; graduated the Armed Forces Staff College, Norfolk, VA in 1981; Air War College 1985, Maxwell AFB, AL; Joint Flag Officer Warfighting Course, Maxwell AFB, AL 1997; Joint Force Air Component Commander Course, Maxwell AFB, AL 1999; National Security Leadership Course, Syracuse University, NY 2000; and attended the 2005 Leadership at the Peak, Center for Creative Leadership, Colorado Springs, CO.
