Mark Madigan

President and CEO

Mark Madigan is the Founder, President and CEO of IT Cadre. With over 20 years of systems engineering, software development and executive management experience, Mark is responsible for developing and executing long term strategies as well as working directly with clients, his management team, and employees to meet customer goals and objectives through innovative solutions.

Mark served as an Army officer, managed systems engineering, software development and integration teams for IBM Federal Systems and served as an MCI Director of Technology for software application development, testing, and operations before establishing IT Cadre.  His combination of technical skills and extensive management experience in large corporate environments gave him an understanding of complex customer problems and the difficulties in implementing sound, cost effective solutions.

Mark founded IT Cadre in 2001 on the idea that innovative engineering solutions come from teams of smart, inspired and hardworking people that are given the freedom and opportunity to challenge the conventional hit-or-miss approaches to solving customer problems.  Using sound engineering principles, deep technical skills, experience, and creativity, IT Cadre has developed a powerful set of processes and tools that bring clarity and direction to customer problems. 

In a time when only 30% of small businesses survive ten years1, IT Cadre has flourished. In the past ten years, under Mark’s leadership and vision, IT Cadre has won significant contracts with government and commercial clients and provided customers the difference they needed to succeed.  

Mark holds a Bachelor of Science degree in Engineering with a concentration in Computer Science from the United States Military Academy at West Point. As an Army Officer, he was Airborne and Ranger qualified and served in the 4th Infantry Division.

Mike Morrisroe

Chief Engineering & Technology Officer

Mike Morrisroe has served as the Chief Engineering and Technology Officer of IT Cadre for the last 9 years, setting strategic technology direction for the company.  He is responsible for the full life-cycle development and day to day operations of IT Cadre supporting both commercial and government clients.

Through his previous experience in large corporate IT and software development projects, Mike realized that with projects failing over 60% of the time, there was a fundamental problem with the body of knowledge used to engineer and develop solutions and he set out to re-invent the process.

Mike Morrisroe is the chief architect of IT Cadre’s proprietary Methodology for Vision Achievement (MVA).  MVA is a systems engineering methodology developed to quickly analyze complex customer problems, resolve roadblocks and conflicts, and envision solutions.  Using MVA, IT Cadre significantly reduces the amount of time necessary to deliver system and software solutions to customers. 

Prior to joining IT Cadre, Mike held multiple engineering and management positions at MCI where he revitalized legacy applications and engineered staffed and led the development of MCI’s residential local systems.

Mike graduated 14th in his class at the United States Military Academy at West Point in 1989 with a Bachelor of Science degree in Electrical Engineering.  As an Army Officer he served in Operations in Bosnia and Somalia.

Dr. Nader Mehravari

Executive VP of Resiliency Practice

Dr. Nader Mehravari is the Executive Vice President responsible for IT Cadre’s Resiliency Practice.  He has 30 years of experience in leading and performing technical and business activities in aerospace, defense, and telecommunications industries for domestic and international customers.

Nader is a recognized expert and experienced practitioner in business resiliency, continuity of operations, preparedness planning, information security, and associated operational risk management. His resiliency expertise and experience has been recognized by the Disaster Recovery Institute International (DRII) and the Business Continuity Institute (BCI) at MBCP and MBCI grades, respectively.

Prior to joining IT Cadre in March of 2011, Nader had been with Lockheed Martin from 1992 through 2011.  Most recently, he was Lockheed Martin Corporation’s director of Business Resiliency. In that capacity, he oversaw preparedness planning and associated governance and compliance activities for Lockheed Martin. He had been responsible for building and leading the Corporation’s resiliency program, through which he successfully implemented a modern, integrated, risk management based approach to IT disaster recovery, business continuity, pandemic planning, and crisis management for the entire  corporation. 

Prior to working at Lockheed Martin, Nader was a distinguished member of the technical staff at AT&T Bell Laboratories, where he was involved with the design, development, and performance analysis of new telecommunications systems from 1982 to 1992.

Nader is a frequent author and speaker. He holds 12 patents and has authored over 50 articles in business and scientific journals.  He was a key external reviewer and an early practitioner of the CERT® Resilience Management Model (RMM) and his perspective on the subject appears in the book, The CERT Resilience Management Model: a Maturity Model for Managing Operational Resilience.

Dr.  Nader Mehravari received his MS and PhD in Electrical Engineering from Cornell University in 1982 and 1980, respectively. He received his BS in Electrical Engineering from The George Washington University in 1978. He remains active in the academic communities as an Adjunct Professor at Cornell and Syracuse universities and as an Affiliate of the Software Engineering Institute (SEI) at Carnegie Mellon University.

David Alison

Executive VP of Product Development

David Alison is the executive vice president of product development for IT Cadre. David’s primary responsibility is to lead the strategic direction and implementation of product initiatives across IT Cadre’s lines of businesses including Technology Solutions and Resiliency Services.  As a successful business entrepreneur, executive and technical leader, he is also a senior resource for client engagements.

David has 28 years of IT experience in a wide range of businesses and has served in senior leadership and technical roles in companies like Symantec, Vovici and Thomson Publishing. His background includes software engineering and development, user experience and interface design, project and team management and executive level positions within technology companies. David has written extensively for various publications throughout his career, including PC Week (now eWeek), PC World, Network Computing and Windows Magazine.

In 1998 David founded WebSurveyor, a company that provided internet based tools and hosting for creating, conducting and analyzing surveys. Under David's leadership as CTO and Chairman he helped the company grow at a dramatic pace, hitting the Inc 500 list in 2003 & 2004 and becoming a member of the Software 500 in 2004. Prior to the sale of WebSurveyor in 2006 the company was processing over 23 million survey transactions per month and had an uptime record of 99.997% annually.

After WebSurveyor was sold to a venture firm, David became the CTO of the newly formed company, Vovici.  At Vovici, he was responsible for consolidating the products and operations of several acquired companies. David left Vovici in 2007 to become an independent investor in select small businesses before joining IT Cadre in 2011.

Technical Leadership

Jim Morgan

Director of Program Management

Jim Morgan joined IT Cadre in April 2009.  Jim is IT Cadre’s Director of Program Management. In this role, Jim works closely with customers to develop technical solutions to business problems. He has over 20 years of experience in Information Technology and extensive senior management experience leading large and complex project implementations.

Jim’s career started with U.S General Accounting Office where he supported Congress by preparing audits, reports and testimony on the efficiency and effectiveness of various Federal Government programs. After GAO, Jim was a lead consultant to the Internal Revenue Service on a cash reconciliation and Financial System Implementation.  Jim then transitioned to telecom where he worked for 13 years at MCI and Verizon as the Director of the Program Management Office. In this role, he led fast-paced, complex implementations to support residential, business and federal customers. 

Jim earned his undergraduate degree in Business Administration from the University of Texas at Austin, and earned his MBA from Penn State University. He is also PMP certified.

Jim Hofstetter

Director of Systems Engineering

Jim Hofstetter is the Director of Systems Engineering for IT Cadre.  Jim is responsible for transforming customer requirements, objectives and current environment into the design and roadmap of the best possible solution.  Jim’s organization develops and uses a robust set of visual-based tools that aid the accessibility of complex systems engineering efforts so that they are understandable to management, technical teams and end users.  This encourages the resolution of issues, improves communication and translates into a faster implementation of the solution.

Jim has more than 20 years of experience in the Government IT consulting and telecommunications industries with more than 10 years in systems engineering and architecture.  Prior to joining IT Cadre in 2009, he was one of the Chief Operational Support System Architects for Sprint’s WiMAX project.  He has also worked as a software developer for a NASA contractor at two separate NASA facilities.  Prior to his experience at NASA, Jim was the webmaster for a satellite communications company and a solutions architect for a telecommunications solution provider as well as several civil agencies in the US Government. 

Jim Hofstetter holds a bachelor’s degree in Computer Science from Rensselaer Polytechnic Institute in Troy, NY.

Dr. George Hegedus

Director of Software Development

George Hegedus has been a technology leader for the last 10 years. After leaving active duty from the United States Army, he joined America Online in their Albuquerque customer service center where he managed tech support, billing support, and broadband support in its earliest days. He was asked to take over the call center IT group, where he led them to a number 1 ranking in employee satisfaction both in Albuquerque and Ogden, UT. George moved to AOL’s headquarters in 2005 where he continued to support call centers from a Tier 2 and 3 software perspective, using his field experience to his advantage. He continued in a variety of roles, including as a Customer Relationship Management Director, a Service Delivery Operations Director, and spearheaded numerous integrations of acquisition groups and facilities projects.

George joined IT Cadre in March of 2010 where he led a development team which customized and integrated Oracle-ATG’s Customer Service Center application for USPS. He is currently working on completing the Oracle-ATG eCommerce implementation for USPS. During this time, he also spearheaded staffing and recruiting for the eCommerce project, trained USPS in the use of ATG’s Business Control Center, and provided subject matter expertise on business development projects.

George graduated from the United States Military Academy in 1993, and completed an Engineering Management Masters Degree from the University of Missouri-Rolla in 1997. George earned his doctorate degree in Organizational Leadership from the University of Phoenix in 2010, completing a research study on leadership behaviors that maintain productivity during organizational layoffs.

Josh Martin

Director of Operations Engineering

Josh Martin is the Director of Operations Engineering for IT Cadre and is responsible for managing teams throughout the software discovery and development process.  Josh is a proven leader and seasoned developer, with considerable experience across federal, manufacturing, and retail industries. He has extensive international experience, including postings in India, and the Philippines.  Josh has an established track record of building systems from concept to commercial delivery.

Prior to joining IT Cadre, Josh most held the position of Development Manager and Principal Engineer at Monster Government Solutions. At Monster, he led development teams across multiple, large-scale releases of Monster's web-based applicant tracking software. Previously, he was a senior software engineer for General Electric, and is a graduate of its Edison Engineering Leadership Program.  Josh was also the President and Co-Founder of AtticLegend.com, an early social networking site.

Josh Martin was awarded his Masters degree in Computer Science from Johns Hopkins University and received his Bachelor of Science degree in finance from the University of Richmond.

Dave Antos

Director of Customer Quality Engineering

Dave Antos joined IT Cadre in July of 2010 as an experienced professional ready to help accelerate IT Cadre to the next level of growth.  He supported the United States Post Office contract with data analysis, test and client management in support of the enhanced technology platform launched fourth quarter 2011.

Dave has over 20 years of experience managing the delivery of software development from concept to reality.  His clients, staff, peers and management recognize the drive and passion he has for communication and delivering on project commitments.  He has proven experience and knowledge of all facets of the project lifecycle in times of crisis and prosperity.

Dave started his career mid 80’s selling MCI Long Distance service before settling into a technology focus working on many strategic software projects like MCI Friends and Family, MCI Local service and Voice over Internet Protocol.  As a Director in IT for MCI, WorldCom, and Verizon he led numerous projects and teams to successful launches.  The fast paced Telecom experience helped to sharpen his organization skills with the ability to manage several concurrent initiatives under constant change.

Dave has a Bachelor of Science degree in Economics and Business Administration from Towson University.  Dave and his wife have one son in college, and another in the United States Marine Corps. He is an avid saltwater fisherman when he can break away for recreation.

Maria Madigan

Vice President of Marketing and Community Relations

Maria Madigan is the Vice President of Marketing and Community Relations at IT Cadre.  She is responsible for overseeing marketing as well as developing and implementing IT Cadre’s community outreach program. IT Cadre looks to show leadership not only in its innovative engineering solutions but by strengthening the relationship between businesses and their communities. 

During the last twenty years, Maria has worked in a variety of marketing, communications, and advertising sales venues. As a founding member of IT Cadre, Maria was responsible for creating IT Cadre’s marketing programs and setting up the internal business operation functions.  Today, Maria is a key member of the IT Cadre senior management team, creating strategic marketing initiatives, overseeing communication functions, and leading the community outreach program.

IT Cadre’s community outreach program looks to support community organizations in need. IT Cadre is a strong supporter of organizations that focus on children as well as the men and women who serve in the US Armed forces.  Our support of the Wounded Warrior Project, local education institutions and community health organizations gives IT Cadre the opportunity to give back to those who have served our country and helps the most vulnerable individuals at risk in the community.

Maria has a Bachelor of Arts majoring in Communications with a minor in Fine Art from the College of New Rochelle and Iona College in a cooperative program.

Jenny O'Brien

Director of Finance and Contracts

Jenny O’Brien is the Director of Finance and Contracts at IT Cadre.  She is responsible for all aspects of the finance function including regulatory reporting and contract compliance.  Jenny is a Certified Public Accountant in the Commonwealth of Virginia and has twenty-five years of progressive accounting experience. She has worked with both large companies and small start-up ventures. As Director of Finance and Contracts, she works directly with IT Cadre’s top management to successfully meet the financial challenges of a growing company in the competitive DC market.

In her current role, Jenny works extensively with budgeting, profit planning and projection, operations analysis, as well as government compliance and reporting. In her previous roles as a Corporate Controller and Director of Financial Systems, she has extensive experience in financial systems migration, maintenance and support. Her background includes experience in public accounting, health-care, hospitality and government contracting industries.  Jenny's knowledge and background provide a solid foundation for IT Cadre’s continued growth.

Linda Murphy

Director of Business Development

Linda Murphy is the Director of Business Development at IT Cadre.  She leads the company’s business development efforts, working to match IT Cadre’s core competencies and unique tool set with the needs of customers. 

Linda'strength lies in building strong relationships based on understanding her customer’s mission and investing in their business objectives and problems.  As the company’s ambassador, she  understands the value of IT Cadre’s expertise, innovative  systems engineering methodology and powerful vision tools and how they can be leveraged to solve her customer’s most complex problems and enhance their ability to achieve their mission.

Linda has 16 years of experience in business management with large systems integration firms.  She played key roles in business development, sales and marketing, account management, market research, proposal management, and business capture.  Her prior federal contract experience includes time at Northrop Grumman (PRC), CSC (GTE Government Systems), and Zenith Data Systems.

Linda Murphy earned a Bachelor of Science degree in Business Administration and Marketing with a concentration in Information Systems from The Ohio State University.
