IT Cadre is a veteran owned small business (VOSB) which has been a trusted partner for federal government agencies and commercial customers since 2001. The president and founder of the company, as well as the company’s Chief Engineering/Technology Officer, are graduates of United States Military Academy at West Point and both are US Army veterans. Past performance includes work for both military and civilian agencies of the federal government, major US corporations, and small commercial entities.
We deliver our products and services through a variety of means such as (but not limited to) direct contractual arrangements with our customers, existing government contracting vehicles, and through our partners, prime contractors, and system integrators.
Our clients rely on us because we bring integrity to the table, clarity to their problems and we deliver what they need faster than they thought feasible and more cost effectively than they believed possible.

- IT Cadre’s Resiliency Practice enables organizations to increase their operational resiliency posture through technology infusion, process unification, standardization, automation, and training, while balancing affordability and risk management. Our techniques are grounded in the fundamentals of systems engineering, risk management, and abidance to national and international standards.
- Given the extreme complexity of today’s business processes, a traditional disjointed approach to preparedness planning is no longer viable. Our integrated approach utilizes our expertise in disaster recovery, business continuity, and operational risk management to develop a cohesive, enterprise-wide, resiliency management program.
Our History
IT Cadre was founded ten years ago by Mark Madigan, an Army veteran and West Point graduate turned large company director who sincerely believed that the standard hit-or-miss approach to solution design and development was no longer viable. Mr. Madigan set out to create a firm that would fundamentally change the way solutions were designed and built. Together with Mike Morrisroe, a fellow Army veteran and West Point graduate, they developed and successfully implemented IT Cadre’s Methodology for Vision Achievement (MVA).
MVA is systems engineering at its finest. It allows us to quickly analyze complex problems, resolve roadblocks, and envision solutions. We combine this methodology with smart people, strong relationships, and sound engineering principles to design and build innovative solutions.

Our Core Beliefs – Integrity & Honor
Our leaders are military veterans and West Point graduates who have set the tone for the way IT Cadre conducts business. They are strong and passionate. They recognize sacrifice, honor commitment and sincerely believe that the only way to operate a business is with integrity.
Unfortunately, the words “integrity” and “honor” have been so overused and misused that they have almost lost their meaning. At IT Cadre, we believe that these words still have significance and a purpose in business. These values dictate our behavior; IT Cadre’ reputation and success are testaments to this.
